Loft insulation survey
A survey before loft insulation is installed or topped up. Record the access, the loft's length and width (the form works out the area), the existing insulation depth and type, and the joist depth. Check the ventilation, damp, downlights, the water tank and pipes, boarding and storage, and suspect asbestos, with notes on what to do for each. Record the insulation proposed and whether it is funded. Every question is listed below, and you can fill the live form in on this page.

What should be checked before insulating a loft?
Before insulating a loft, check safe access, the existing insulation depth and joist depth, that the eaves and ventilation will stay clear to avoid condensation, any damp or leaks, recessed downlights and cables that must not be covered, the cold water tank and pipes, any boarding or storage, and suspect asbestos. Record the loft area and the insulation proposed.
Last updated . Facts checked by the SiteSurvey team on 17 October 2026 against Haringey Council: loft insulation, Electrical Safety First: downlights, Ofgem: ECO4 supply chain requirements and HSE: where asbestos is found.

Every question in the loft insulation survey template
A loft insulation pre-install survey: access, existing insulation depth, joists, ventilation and condensation, cables and downlights, tanks and pipes, boarding and storage, area and the work proposed. 3 sections and 44 questions. Follow-up questions and guidance appear only when an answer calls for them, so the person on site never sees the ones that do not apply.
Make it your own: every question is editable
This is a starting point, not a fixed form. Once it is in your SiteSurvey account you can reword any question, add or remove questions, sections and answer options, and add your own logo, so it fits the way your team works and the jobs you do.

Loft insulation survey FAQs
Why keep the eaves clear?
Ventilation stops condensation forming in the loft, so the openings into the loft from the eaves must not be blocked when laying insulation.
What about downlights and cables?
Electrical Safety First says not to let downlights be covered by loft insulation unless they are designed and rated for it. Route cables above the insulation where you can, to reduce the risk of overheating.
Should the water tank be insulated?
Yes. Insulate the tank and pipes, and leave the ceiling under the tank uninsulated, to guard against freezing and burst pipes.
What if it is a funded scheme?
Ofgem says installers delivering ECO4 measures must be TrustMark registered, and ECO4 projects follow the PAS 2035 retrofit process. Check the rules of the scheme funding the job. The form flags this.
What about asbestos?
HSE says loose-fill asbestos, a loose fluffy insulation that may be blue-grey or whitish, can be found in loft spaces, and only an HSE-licensed contractor may work on it. Do not disturb suspect material, and arrange a survey before any work.
Who uses this?
Insulation installers, retrofit coordinators, energy assessors and housing providers.
